USPS Moves Inside the Ballot
The Supreme Court did not put President Trump's regime into operation. It let the federal government keep building a control layer between state election offices and voters while legality remains unresolved.
In Trump v. California, the Court stayed an injunction against sections 2 and 3 of a March executive order. They direct the Department of Homeland Security to compile citizenship lists, tell the attorney general to prioritize certain prosecutions, and instruct USPS to begin ballot-envelope rulemaking. The Court did not decide that any resulting measure is legal.
The Postal Service has already finished the rulebook. Its 95-page final rule requires election offices to upload identifying and barcode data from outbound and return envelopes to a federal portal. Postal workers would scan an outbound barcode to confirm that the jurisdiction completed the portal and design requirements. The rule explicitly says USPS will not determine voter eligibility. A noncompliant mailing would be returned, and USPS assumes no responsibility for delays before acceptance.
This is infrastructure federalism. Think of an ordinary delivery standard becoming a permission system. States still decide who may vote and prepare the ballots, but the federal carrier decides whether the envelope and required portal submission are acceptable before the ballot enters the mail. Control moves without Congress formally rewriting state election law.
The strongest defense is operational. Supporters told USPS that common barcodes and reconciled voter lists improve chain-of-custody visibility. That can reduce lost mail and simplify ballot audits.
The problem is timing and authority, not the usefulness of tracking. States begin mailing ballots in September. The rule received more than 200,000 comments, yet USPS gave it an immediate effective date because waiting would miss the November 3 election. California sends ballots to every active registered voter, and more than 80% vote by mail.
Nothing changes today. A separate nationwide injunction in League of Women Voters of Massachusetts v. Trump still blocks implementation, and USPS says it will not activate the rule unless the government wins relief. The administration asked for that relief Monday night.
That distinction is the payoff. The immediate risk is not a ballot ban; it is a compressed implementation race in which election offices must redesign envelopes and upload voter data while courts decide whether the federal gate can exist. The decisive signal is whether the Massachusetts court or an appellate court lifts the remaining injunction before the first large states mail ballots in September.
Nvidia Builds the Fast Lane
Nvidia's reported $20 billion Groq technology-and-talent deal is becoming road ownership. Nvidia now controls AI's general-purpose highway and a specialized fast lane for generating answers.
Nvidia said Groq 3 LPX is in full production, with Nebius as the first cloud adopter. An Artificial Analysis test produced 3,400 output tokens per second on Google's Gemma 4 31B model with a 100,000-token input. Nvidia says that is four times the nearest public alternative.
The relevant task is decode, the token-by-token generation of an answer after a model has processed its input. A short pause barely matters in one chat response. In an agent that reasons, calls a tool, reads the result, and repeats the loop dozens of times, each pause compounds. Faster decode buys more completed work inside the same human waiting time.
Groq achieves that speed with large pools of very fast on-chip memory. The tradeoff is capacity. Each Groq 3 accelerator has about 500 megabytes of that memory, compared with 288 gigabytes on Nvidia's top Rubin GPU. The tested model required at least 64 accelerators; a rack holds 256.
That constraint explains Nvidia's strategy. Groq 3 is not replacing Rubin GPUs. Nvidia is combining LPUs, GPUs, Vera CPUs, networking, and its serving software into one system, then selling different performance lanes inside the same architecture. A cloud provider that wants maximum interactivity does not buy a rival chip. It adds another Nvidia layer.
The reported $20 billion technology-and-talent transaction therefore moved a potential substitute inside the platform. Nvidia can keep bulk inference on GPUs while charging for a faster tier where latency has more value. Cerebras and other specialists must now compete against an option bundled into the dominant stack, not against a standalone GPU.
The skeptical case is substantial. The independent test used a favorable 31-billion-parameter dense model. A DeepSeek-scale mixture-of-experts model could require roughly 1,342 LPUs across more than five racks. Nvidia has not published cloud pricing, power consumption for the tested configuration, or cost per million tokens. Speed without those numbers is a demonstration, not an economic result.
The commercial test belongs to Nebius. If it exposes a public Groq 3 endpoint with price and service terms by December 31, buyers can measure whether lower latency earns back the extra hardware. If Nebius reaches year-end with no generally available price, Nvidia will have proved the lane is fast without proving anyone will pay the toll.
